Lease Financing / COPs

Almost unheard of just twenty-five years ago, lease financing (including lease revenue bonds and certificates of participation) has now become so widespread that most finance officers and CBOs consider it as common double-entry bookkeeping.

Yet behind this dull façade lurks one of the State’s most powerful financing tools. Simple and seamless, lease financing allows public agencies to finance the cost of building construction, land acquisition, or equipment purchases over the useful life of the asset without the need for a costly election.

It is also an amazingly flexible option and can be designed to fit almost any imaginable situation.
