Proposition 39 General Obligation Bonds

Dropping the hurdle to 55% didn’t necessarily make it easier – it just changed the rules.

When Proposition 39 passed in 2000, school districts around the State of California breathed a sigh of relief. After all, how could moving from 66.7% to 55% be anything but good news?

Then came reality. No doubt about it, Prop 39 made winning a bond election easier. But the devil is in the details, and overnight, districts had to confront an uncharted landscape of full-ballot texts, citizen oversight committees, and taxrate limitations.

Dale Scott & Company ran the first Prop 39 election in the State — a $199 million victory for the Fresno Unified School District approved by 67% of the voters in March 2001.
