School Facility Improvement District (SFID) Bonds

Divide and conquer?

Sometimes there’s no other choice. The truth is not every school district or community college district is a single, neatly packaged, homogeneous community. The needs and concerns of one part of a district may be 180 degrees apart from the their friends over the hill.

School Facility Improvement Districts can be a powerful tool in developing a winning general obligation bond election strategy in certain districts. They allow a district to design specific “financing districts’” to address the special needs of the specific communities within their boundaries.

After their formation, a bond election is held within these special boundaries to fund projects specifically used within the designated areas.

This ability to bring politics down to a more localized level can have a powerful impact. For example, after losing three straight district-wide elections, West Hills CCD brought in Dale Scott & Company and 8th Floor Campaigns. After significant survey and demographic research, we divided the District into three SFIDs. The first SFID was on the ballot in June 2008 and won overwhelmingly.
