Super-Majority General Obligation Bonds

As Mark Twain once said, “Reports of my death have been greatly exaggerated.”

After the passage of Proposition 39 lowered the threshold to 55%, much of the financial industry turned their back on two-thirds elections for California school districts.

Not so fast, was our response. Sure, 55% is a whole lot easier than two-thirds, but it’s not always the best solution. Funding constraints, election delays, another layer of oversight bureaucracy. There are plenty of reasons a district should still consider a two-thirds bond election.

In fact, not only are they not dead, they’re doing quite well, thank you. Since the passage of Proposition 39, nearly $2 billion in successful two-thirds California school district bond elections have been passed by California's voters.

Harder to pass? You bet. But with the right doses of planning, patience, and political footwork, we’ve proved they’re still winnable.
