Financial Advisors & Consultants

Dale Scott has served as financial advisor to California school districts for over 25 years. During this time, he has worked throughout the State helping hundreds of clients access the nation’s capital markets as well as assisting them in seeking voter-approved debt. Prior to forming DS&C, he managed the Public Finance Department for Wells Fargo Bank. He holds a Bachelor’s degree from San Francisco State and has a Master’s degree from Harvard University. dscott@dalescott.com
Pat Furlong has worked with DS&C for over ten years and manages the financial transactional department of the firm. With a staff of financial analysts, she is responsible for the processing of all DS&C financings.  Before joining DS&C, she pursued an actuarial career specializing in the area of employee benefits and retirement plans. She has a Bachelor’s degree from the University of Rochester and became an enrolled actuary in 1976. pfurlong@dalescott.com
Rob Leonard brings over ten years of technical analysis and quantitative experience. Among his many assignments, he served as the senior consultant in assisting West Valley-Mission CCD in the analysis of their OPEB liability. Prior to joining the DS&C, he was an Assistant Actuary specializing in employee benefits and retirement plans.  Rob holds a Bachelor’s degree in Economics and Mathematics from Gonzaga University. rleonard@dalescott.com
Lisa Siemsen has twenty years experience in municipal finance with extensive financial analysis expertise, including custom bond structuring and refunding analysis.  Her clients include Transbay Joint Powers Authority, City and County of San Francisco and San Benito County Water District. Lisa began her public finance career as an investment banker with CS First Boston. She earned a Bachelor’s degree in Legal Studies from the University of California, Berkeley and a Master’s degree in Public Administration from the John F. Michelle Sarabia has worked at DS&C for over five years as a member of the financial transactional department of the firm.  Although the majority of her responsibilities are financing related she also works with the firm’s elections department and compiles research for various company presentations.  Michelle has a Bachelor’s degree in Business Administration with an emphasis in Management from San Francisco State University. msarabia@dalescott.com
Cheryl Vesely has worked with DS&C for over nine years as a financial analyst and election consultant. She has also worked as a financial analyst at Barclays Global Investors and the World Bank. She coordinates all campaign activities for general obligation bonds and parcel tax elections. Cheryl has a Bachelor’s degree in economics from the University of California at Santa Barbara and a Master’s degree in Economics from Georgetown University. cvesely@dalescott.com
